Terms of use
Last updated: 31 October 2026.
This English version is a translation provided for convenience. These terms are drawn up in French and Arabic, and only those versions have legal force: if there is any difference, they prevail.
These terms of use (the "Terms") govern your use of the UCOLIS mobile application and the services it offers. Please read them carefully: by creating an account, you accept them without reservation.
1. Publisher
The UCOLIS application is published by [COMPANY NAME], a [LEGAL FORM] with a share capital of [AMOUNT] DA, registered in the trade register under number [TRADE REGISTER NO.], tax ID [TAX ID], with its registered office at [REGISTERED OFFICE ADDRESS], Algeria (hereinafter "UCOLIS" or "we").
For any question, you can contact us from the Help page of the application, by email or by WhatsApp.

- Listing: the description of a parcel to be carried, posted by a Sender.
- Trip: a journey posted by a Carrier, with the capacity available.

3. Purpose of the Service and role of UCOLIS
UCOLIS is a marketplace that connects Senders and Carriers, whether individuals or professionals, for the carriage of parcels in Algeria. In particular, the Service makes it possible to post Listings and Trips, make and negotiate Offers, exchange messages, track a delivery in real time, confirm handover with a code and leave reviews.
UCOLIS acts solely as a technical intermediary. UCOLIS is not a carrier, a freight forwarder or a custodian of parcels, nor a seller or buyer of the goods carried, and is not a party to the contract of carriage concluded between the Sender and the Carrier. That contract is formed directly between them, under their sole responsibility.
UCOLIS never takes possession of parcels and does not check their contents, condition or value.
4. Acceptance and changes to the Terms
Accepting the Terms and the privacy policy is mandatory to create an account. The version accepted and its date are recorded.
UCOLIS may change the Terms, in particular to reflect changes in the Service or in the regulations. You are notified of the new version and it is presented to you the next time you open the Application: you must accept it to continue using the Service. If you refuse it, you can delete your account at any time.
5. Registration and account
To create an account, you must be of legal age under Algerian law (19 years old or over) and have the capacity to enter into a contract. The Service is reserved for parcels carried within Algerian territory.
You agree to provide accurate, complete and up-to-date information: last name, first name, email address, Algerian phone number, wilaya and commune. The email address must be verified with a code before you can post, make an Offer or send a message. An email address and a phone number can each be linked to one account only.
Your account is personal. You are responsible for keeping your password confidential and for all activity carried out from your account. Notify us without delay of any unauthorised use. You can view and log out the devices connected to your account at any time.
Every account is created as an individual account. Professional status can only be obtained after UCOLIS has approved a file of supporting documents (article 7).
6. Access to the Service
The Service is available free of charge, apart from Internet connection costs, which remain your responsibility. Visitors can browse Listings, Trips and public profiles; any other action requires an account.
The number of Listings and Trips active at the same time is limited (currently 5 Listings and 3 Trips for an individual account, 20 Listings and 10 Trips for a professional account). These limits may change.
7. Carrier verification and professional status
To make an Offer or post a Trip, the Carrier must have their identity verified by submitting their identity card (front and back), their driving licence, the registration document of the vehicle used and a valid insurance certificate. Verification expires when the licence or insurance expires and must then be renewed.
Professional status is granted after review of a file including, in particular, the trade register extract, the self-employed or craftsperson card, and the tax ID. UCOLIS may refuse or revoke this status, giving a reason, in particular if the supporting documents are no longer valid.
The "Verified identity" and "Verified pro" badges only certify that the documents submitted were checked on a given date. They are not a guarantee of the User's quality, solvency or conduct. UCOLIS does not check the mechanical condition of vehicles.
You warrant that the documents submitted are authentic. Any false or falsified document will result in the deletion of the account, without prejudice to legal action.
8. Listings
The Sender agrees to describe their parcel honestly and accurately: contents, weight, dimensions, fragility, addresses, desired date. With each posting, the Sender declares that the parcel contains no prohibited item (article 9).
The Sender is responsible for packaging the parcel in a way suited to its contents and to carriage. The Sender makes sure that the recipient can be reached and is present at delivery.
The suggested price displayed by the Application is an indicative estimate calculated by UCOLIS. It is not binding on UCOLIS or on Users.
A Listing can be changed as long as no Offer has been accepted. Without a selected Carrier, it expires automatically 7 days after the desired date, or 60 days after posting if no date was given.
9. Prohibited items
It is strictly forbidden to offer, send or carry through the Service:
- cash, means of payment, precious metals, valuable jewellery or bearer securities;
- weapons, ammunition, weapon parts, explosives and replicas of them;
- narcotics, prescription medicines and any illegal substance;
- hazardous materials: flammable, toxic, corrosive or radioactive products, gas cylinders;
- live animals;
- unpackaged perishable goods;
- counterfeit or stolen goods, or goods of illegal origin;
- any item whose possession, circulation or carriage is prohibited or regulated by Algerian law without the required authorisations.
The Carrier may refuse to take charge of a parcel whose contents appear to differ from the Listing or to be prohibited. A Sender who hands over a prohibited item is solely liable, including under criminal law, and indemnifies the Carrier and UCOLIS against all consequences.
10. Offers and formation of the agreement
A verified Carrier can accept the asking price or propose a price. The Sender can accept, decline or make a counter-offer; negotiation is limited to 3 counter-offers. All prices are stated in Algerian dinars, in multiples of 10 DA, with a minimum of 100 DA.
The agreement between the Sender and the Carrier is formed when an Offer or counter-offer is accepted. The final price is then locked. Each party undertakes to perform the Delivery Job on the agreed terms: price, pick-up date and payment method.
A Carrier can only have one pending Offer per Listing and cannot make an Offer on their own Listing.
11. Price and payment of the Delivery Job
The price of the Delivery Job is freely set between the Sender and the Carrier. It is paid directly between them, outside the Application, using the agreed method: cash on pick-up, on delivery, payment by the recipient or otherwise.
UCOLIS does not collect the price of the Delivery Job, does not hold it on behalf of Users and can neither guarantee nor refund it. Each User is responsible for their own tax and social security obligations relating to the sums received.
12. Carrier commission and wallet
Use of the Service is free at launch. UCOLIS reserves the right to introduce a commission on Delivery Jobs completed by Carriers. In that case, Carriers are informed in advance by notification, with the applicable rate table and its effective date. The Sender never owes any commission.
When in force, the commission consists of fixed processing fees and a percentage of the agreed price, according to the rate table displayed in the Application. Its amount and the net earnings are shown to the Carrier before each Offer. The commission is locked when the Offer is accepted and deducted from the Carrier's UCOLIS wallet when the delivery is validated. It is not due in the event of cancellation or withdrawal, and it is refunded if the delivery is later cancelled by UCOLIS.
The wallet is used exclusively to pay the commission. It is credited with a single welcome bonus, which is non-refundable and cannot be converted into cash. It is topped up by CCP or BaridiMob transfer, followed by a request with proof of payment; UCOLIS credits the amount actually received. Below the minimum balance, the Carrier can no longer make an Offer or be selected until the wallet is topped up. The balance does not earn interest.
13. Performance of the delivery
When an Offer is accepted, a Handover Code is given to the Sender, who passes it on to the recipient. The recipient only gives it to the Carrier on receipt of the parcel.
The Carrier starts the delivery in the Application at the time of pick-up. At handover, entering the correct Handover Code confirms the delivery. Failing that, the Carrier may declare the delivery with a photo as proof; the Sender then has 72 hours to confirm receipt or open a dispute, failing which the delivery is deemed to have been made.
The Carrier undertakes to take care of the parcel, to comply with the highway code and the regulations applicable to the carriage of goods, and to hand the parcel to the named recipient at the agreed address.
14. Cancellation and withdrawal
The Sender may cancel their Listing as long as the delivery has not started; after an Offer has been accepted, the Sender must give a reason and the selected Carrier is informed. Once the delivery has started, cancellation is no longer possible and any disagreement goes through a dispute.
The selected Carrier may withdraw as long as the delivery has not started. The withdrawal is published in the statistics on their profile. Repeated withdrawals may lead to a review of the account and to sanctions.
Abusive or repeated cancellations and withdrawals may be sanctioned in accordance with article 20.
15. Liability of Users
Each User is solely responsible for their Listings, Trips, Offers, messages and reviews, and for the performance of the Delivery Job.
The Carrier is solely responsible for the parcel from pick-up until handover: loss, theft, damage or delay. It is up to the Carrier to hold the authorisations, status and insurance required for their activity. UCOLIS does not offer any parcel insurance: the Sender is advised not to hand over items of a value they could not afford to lose, and to agree compensation terms with the Carrier.
The Sender is responsible for the accuracy of the Listing, for the contents and packaging of the parcel, and for the consequences of an inaccurate description.
16. GPS tracking
During the delivery, and only during the delivery, the Carrier's position is shared with the Sender. By starting a delivery, the Carrier accepts this sharing. Tracking depends on the Carrier's phone and network: its absence or interruption does not give rise to any liability on the part of UCOLIS. The way positions are processed is described in the privacy policy.
17. Messaging and content
Messaging is to be used exclusively for exchanges related to the Service. The messages, photos, Listings and reviews you publish remain your responsibility. For as long as they are published, you grant UCOLIS a free, non-exclusive licence to host, reproduce and display them in the Application for the sole purposes of the Service.
You warrant that you hold the rights to the content you publish, in particular photos, and that it does not infringe the rights of third parties, the law or public decency.
Conversations are only accessed by the UCOLIS team in connection with a report, a dispute or a legal obligation, and each access is logged.
18. Reviews
After a delivery, the Sender and the Carrier can rate each other for 14 days. Reviews are published once both parties have rated, or at the end of that period. A review must be honest, relate to the Delivery Job performed and remain courteous. It cannot be edited; the person rated can reply once.
UCOLIS may hide or delete a review that breaches the Terms (insulting or defamatory remarks, off-topic content, personal data, conflict of interest).
19. Reports and disputes
Any User can report a profile, Listing, Trip, review, conversation or message that breaches the Terms or the law. A Listing or Trip reported by several Users may be hidden pending review.
If there is a disagreement over a delivery in progress or declared, the Sender or the Carrier can open a dispute in the Application. The other party has 48 hours to give their version. UCOLIS reviews the file (history, messages, GPS positions, photos) and issues a reasoned decision that validates or cancels the delivery in the Application.
This decision settles the status of the Delivery Job within the Service and may have consequences for the account (statistics, sanctions). It is not a court decision and does not deprive the parties of their right to bring the matter before the competent courts. UCOLIS has no obligation to compensate the parties.
20. Prohibited conduct and sanctions
In particular, it is forbidden:
- to provide false information or falsified documents, or to impersonate a third party;
- to post fictitious, misleading or duplicate Listings;
- to bypass the Service in order to avoid a commission in force, or to solicit Users for other purposes;
- to make insulting, threatening, discriminatory or sexual remarks;
- to send unsolicited or advertising messages;
- to collect the data of other Users;
- to disrupt the operation of the Application, extract its data by automated means or bypass its security measures.
In the event of a breach, UCOLIS may, depending on the seriousness and after review: hide or delete content, remove a badge, suspend the account for a fixed or indefinite period, or delete it. The reason for the sanction is communicated to the User, who can challenge it by email to the support team. In the event of an offence, UCOLIS may pass the necessary information to the competent authorities.
21. Liability of UCOLIS
UCOLIS uses reasonable means to ensure access to the Service and its security, as an obligation of means.
As UCOLIS is not a party to the contract of carriage (article 3), it cannot be held liable, to the extent permitted by law, for:
- the loss, theft, damage or delay of a parcel;
- the nature, lawfulness, condition, value or conformity of the items carried;
- the performance, poor performance or non-performance of a Delivery Job;
- payments made between Users, or the absence of such payments;
- the conduct of Users, before, during or after a Delivery Job.
Identity checks, badges, reviews, GPS tracking, the Handover Code and the review of disputes are trust tools made available to Users. They do not in any way constitute a guarantee from UCOLIS. Any dispute relating to the performance of a Delivery Job is settled directly between the Sender and the Carrier, subject to the dispute procedure in article 19.
UCOLIS does not guarantee that a Listing will receive an Offer, or that an Offer will be accepted.
UCOLIS cannot be held liable for interruptions due to maintenance, to a failure of networks, technical providers or Users' devices, or to force majeure.
22. Intellectual property
The UCOLIS brand, the logo, the Application, and its text, graphics and software are the property of UCOLIS or its partners. Any reproduction, adaptation or use without written permission is prohibited. UCOLIS grants you a personal, non-exclusive and non-transferable right to use the Application for your own needs.
23. Personal data
UCOLIS processes your personal data in accordance with Law No. 18-07 of 10 June 2018 on the protection of natural persons in the processing of personal data. The details are set out in the privacy policy, available in the Application, even without an account.
24. Term and account deletion
The Terms apply for as long as you use the Service. You can delete your account at any time from the Application, except during a delivery in progress. Deletion takes effect after a period of 14 days, during which simply logging back in cancels it. Your data is then erased or anonymised under the conditions set out in the privacy policy.
UCOLIS may delete an account in the event of a serious breach of the Terms, or after a long period of inactivity, after informing you.
25. Changes to and availability of the Service
UCOLIS may develop, change or discontinue all or part of the Service. Certain updates to the Application may be necessary to continue using it. In the event of maintenance, a message informs you.
26. Governing law and dispute resolution
The Terms are governed by Algerian law. In the event of a dispute relating to the Terms or the Service, first contact the support team to seek an amicable solution. Failing that, the dispute will be brought before the competent Algerian courts.
27. Miscellaneous
If a clause of the Terms is declared void, the other clauses remain applicable. The fact that UCOLIS does not rely on a breach does not amount to a waiver of the right to do so. The Terms are drawn up in French and Arabic; both versions have the same value. This English translation has no legal force of its own.
